IndyGo – Transportation Local Income Tax Blue Line Project (2025)

On October 16th, 2023, the City-County Council passed Special Ordinance No. 17, 2023, which authorized the Indianapolis Public Transportation Corporation to issue up to $125 million in Local Income Tax revenue bonds for the IndyGo Blue Line Bus Rapid Transit (BRT) project. The bonds will finance the construction and renovations to the Blue Line BRT project, which consists of a transit line on an approximately 24-mile corridor that connects the Indianapolis International Airport to downtown Indianapolis and then to the eastern edge of Marion County to include the Town of Cumberland. Construction began in Q1 2025 and is expected to be complete in 2028. The project will include 9.7 miles of new or replaced sidewalk, 359 new or replaced ADA curb ramps, 30 dedicated stations and 46.5 miles of resurfaced lanes of transportation. The total project budget is $387 million, with $150 million from the U.S. Department of Transportation’s Federal Transit Administration (FTA) Small Starts Capital Investment Grant, $1 million in Community Project Funding secured by Congressman André Carson and nearly $22 million from the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program.

In 2016, Marion County voters passed a measure for an additional 0.25% Local Income Tax levy (Transportation LIT) to fund public transportation projects in Marion County. The bonds will be payable and secured by these Transportation LIT Revenues.

On August 19th, 2024, the Bond Bank Board of Directors unanimously approved Resolution No. 3 2024 – IndyGo LIT Revenue Bonds (Blue Line Project) authorizing up to $125 million in Local Income Tax Revenue Bonds for the IndyGo Blue Line Rapid Transit Line. In May 2025, the Bond Bank issued $125 million in Transportation Local Income Tax Revenue Bonds for the Indianapolis Public Transportation Corporation.  A portion of the proceeds will be used by IndyGo to refund the Bond Anticipation Notes, Series 2024A, which financed part of the Blue Line project.
